Job Objective:

As the Clinical Manager you will provide vision and direction to staff for the initial program admission and intake functions of the Salvation Army Harbor Light Center. The program functions include Clinical Departments: Assessment/Referral, Withdrawal Management, Residential Treatment, 3.1 Residential Services, Transitional Housing Ambassador Program and Intensive Outpatient Treatment. Provide clinical support to Withdrawal Management and Intake Specialists to place clients in the appropriate level of care. Conduct assessments on clients for appropriate placement into SAHLC treatment programs by completing the Biopsychosocial, ANSA, and health risk screening forms. Develop an Initial Treatment Plan for clients. Review and sign clinical documentation to provide credentialed oversight. Coordinate with external referral sources to accommodate appropriate service needs of clients. Audit clinical charts and report findings to the Clinical Director. Ensure that the client is provided the highest quality of addiction services utilizing the most up-to date research methods and theories while ensuring that the Mission of The Salvation Army is effectively carried out.

What You Will Do:

  • Develop and implement viable evidence-based treatment programs
  • Complete program reporting for funding contracts/agreements
  • Maintain adequate staffing levels to ensure clinical appropriateness for clients
  • Ensure compliance with SAHLC policies and procedures
  • Oversea and monitor the direct operation of assessments to ensure DARMHA enrollment
  • Ensure treatment delivery is in compliance with CARF standards, funding sources, ethics and professional guidelines
  • Oversee and evaluate intern program
  • Conduct and oversee Clinical Department personnel matters in collaboration with Human Resources or designee
  • Collaborate with Leadership team for contractual management and audit purposes
  • Provide weekly reviews of charts for the assessment team, ensuring that the following are completed proficiently:
    • Conducts intake/admission including Collecting basic demographic information, background information, comprehensive needs, abilities and strengths, preferences, drug use history. Conducts orientation to SAHLC services and client expectations
    • Enrolls and re-enrolls eligible clients in DARMHA or other funding programs by completing the appropriate enrollment forms
    • Develops an initial treatment plan to initiate treatment for the client
    • Completes the Biopsychosocial with the client, including ASAM criteria
    • Completes an action sheet regarding placement of the level of care
    • Completes a clinical summary on the client with the history and presenting problems
  • Utilize the DSM V to properly recommend treatment for the client based on the criteria given in the interview
  • Facilitate Peer Reviews for Counselors and review outcomes in the Electronic Medical Records System
  • Staff all cases in a weekly multi-disciplinary team meeting to assess the appropriate treatment level of care and diagnosis
  • Maintain client's confidentiality according to Federal regulations and The Salvation Army standards
  • Attend and/or facilitate Clinical Staff Meetings, Committee Meetings, Departmental Meetings, Seminars/Conferences and Monthly In-Service Training Programs as scheduled
  • Maintain all certifications by meeting requirements of the certifying body
  • Enter all the required client information into the Electronic Medical Record
  • Provide assessments to a minimum of 1 client per week. Monitors Intake Specialists/Counselors to see a minimum of 12 clients per week, with working toward the goal of 20 specifically for the assessment team.
  • Other tasks as assigned by leadership

Minimum Qualifications: The requirements listed below are representative of the minimal education, experience, skills, and/or abilities required for this position.

Education: Master's Degree Required in Addictions or Social Services, and on the licensing track.

Background Checks: Position requires a background check to be completed and all background check results will be reviewed.

Experience: Minimum of 2 years supervisory experience

Certifications: Must have a valid driver's license and maintain The Salvation Army Driver's qualification standard; must complete Safe From Harm training within the first 90 days of employment. Licensed Clinical Addictions Counselor (LCAC), Licensed Mental Health Counselor (LMHC) or Licensed Marriage and Family Therapist (LMFT) required or HSPP preferred. Consideration given to those with a Temporary Associates license in the above field and who will obtain their full certification within 1 year.

Skills/Abilities:

  • Able to speak, write and understand English in a manner sufficient for effective communication with leadership, field personnel, and clientele.
  • Computer proficiency with Microsoft products and ability to learn electronic reporting systems.

Supervisory Responsibility: Supervises the Clinical Team Leads and their direct reports.

Working Conditions: Work is performed in a typical in/outpatient environment; will require some weekend and evening work
